The word ‘cadre’ may be dropped from the civil service
The Public Administration Reform Commission meeting discussed several structural changes. Among them, the government will be recommended to remove the word ‘cadre’ from the civil service and change the name of ‘District Administrator’, said Senior Secretary of the Ministry of Public Administration and Member Secretary of the Commission Md. Mokhles Ur Rahman after the meeting. At that time, the head of the commission, Abdul Mueed Chowdhury, was present.
Mokhles Ur Rahman said, we had some specific questions there, which we received about the administration… Many people are interested. Which is BCS, we call Bangladesh Civil Service, it is considered a cadre for various reasons. Many people have a negativity with the word cadre. Among the reform proposals that the Public Administration Reform Commission will make, one will be that by removing this word cadre, the service will be written like this, Civil Service (Administration), Civil Service (Health), Civil Service (Agriculture). I think this is a big reform, it will bring satisfaction to many.
The member secretary of the commission said, “What we saw when we toured different districts is that people wanted to speak their minds. People have a very negative perception about a few offices. You know these, I know, I don’t want to mention them. Still, I have to talk about one or two things. There is a very bad perception about AC Land and the registry office. The corruption in the registry office is at such a level that no one has any complaints. They are giving and taking. Rather, they say, ‘You are taking less than before sir.’ The sharing is very scientific.” He said, “People want change, this changed government has come for that change. We are working on that. Already one lakh people have answered the commission’s questions online.” He said that the commission will exchange views with journalists at the press club and with businessmen at the FBCCI.
When asked whether the name of the Deputy Commissioner will be changed or not, the senior secretary said, “Many have said that public service can be called public administration instead of public administration.” The Deputy Commissioner is a creation of the British era and there are many synonyms outside this word. There are Collector, District Administrator, District Magistrate. I think the government will suggest alternatives to the name. And the government will take what you want. He said, we need to bring about a change in the hearts and minds of the people. There have been 23 such reform commissions in the last fifty-two years. You and I know very well how many recommendations they have taken. This time we will be practical, we will try to go to the people and give as much as is acceptable. We were and are lagging behind because of those who misuse power and position. We will identify these issues and remove these people from the mainstream.
Stating that structural changes in public administration will be recommended to the interim government, the head of the commission, Abdul Mueed Chowdhury, told reporters, “We say – crows do not eat crows’ flesh. Bureaucrats do the most oppression on bureaucrats. We will recommend structural changes. So that such an atmosphere is not created. Even then, no matter how hard we try, there will be some people who will want it.” He said, reforms to the constitution and electoral system are being talked about. These are very important. However, it is not possible to bring about change in a day. We will make recommendations.
The head of the commission further said, we went to Rajshahi. We discussed with the officials and employees there and held separate public hearings. Our aim is to hear what the public is thinking and saying. However, in the public hearing, people answered a simple question that whether they are satisfied or not? A large number of people said ‘not satisfied’. It is understandable that they are not satisfied. The government has changed because they are not satisfied. We are trying to understand the people’s priorities.
