RAJUK started to transferring employees out of Dhaka
For the first time, officials and employees have been transferred out of Dhaka in violation of the ‘Capital Development Authority (Rajuk) Employment Rules’.
First three have been transferred to Khulna Development Authority and one to Rajshahi Development Authority. On October 27 and November 4, four officials were transferred out of Dhaka in two separate orders. Rajuk is an autonomous institution under the control of Ministry of Housing and Public Works.
As per RAJUK Employment Rules-2013, officers are appointed, promoted and transferred. In addition, officials were sent there on despatch from the ministry. Many administrative cadre officers are working in Raju. These officials are sent from the ministry. However, it was the custom of Rajuk to transfer and promote its own officers and employees.
According to Rajuk sources, in an office order on October 27, Satmutrakshari cum-computer operator Md. Sharif Uddin was transferred to Khulna Development Authority and office assistant cum computer operator Noor Alam Helal to Rajshahi Development Authority. Then on November 4, building inspector Kazi Md. Amir Khosru and the pump driver. Jahangir Alam was transferred to Khulna Development Authority.
Other officers and employees are alarmed by the sudden transfer of officers and employees. According to them, I joined Raju to work in an autonomous organization. If he had known that he would be transferred outside Dhaka, he could have gone to another job. Apart from this, as a result of working in Raju for a long time, the children’s education is also Dhaka-centric. Many officials and employees said that the family is also insecure in such a sudden transfer.
Transferred to Khulna. Sharif Uddin told our time, I heard it happened before. I don’t know why he was transferred to Khulna. Since I am a government employee, I have to obey orders. But since the family lives in Dhaka, there is a little problem. However, I will accept the order given by the ministry.
Rajuk authority is following section 40 of Sylhet Development Authority Act, 2023 in case of such transfer. It is said in that section, inter-jurisdictional transfer. The Government may transfer the authorities and employees of other authorities from one authority to another in public interest. Here in the explanation of other authorities, Rajuk, National Housing Authority, Cox’s Bazar Development Authority, Rajshahi Development Authority, Chittagong Development Authority, Khulna Development Authority, Gazipur Development Authority and any similar authority established by law from time to time.
Meanwhile, according to Rajuk’s own Employment Regulations, 2013; Transfer outside own jurisdiction is not clear. Rule (2) of RAJUK Officers and Employees Employment Rules, 2013 is made applicable to all full-time officers and employees of RAJUK. According to rule (3), if any employee of the Capital Development Authority is required by the receiving agency, if it feels the need, it shall make a request to the RAJUK authority explaining the reason for such requirement and after receiving such request, the RAJUK shall send with the consent of the said employee on the basis of the conditions mentioned by the receiving agency. will determine the terms.
That is, if an employee wants to take another company from RAJUK, he has to apply to RAJUK and RAJUK can send it after getting the consent of that employee. Based on these regulations, Inspector David Chakma was sent to Cox’s Bazar Development Authority in 2018. It is known that his house is also in Cox’s Bazar. He was eager to go there.
Public administration expert Mohammad Feroz Mia, a former official of the Ministry of Public Administration, told our time that Rajuk is a statutory institution. Sylhet Development Authority is a separate organization. According to Sylhet Development Authority Act, there is no opportunity to transfer the officers and employees of Rajuk. The ministry cannot transfer outside the rules.
Rajuk Chairman Retired Major General Md. Multiple phone calls to Chiddikur’s government did not get a response. Later a small message was sent to the number he used. But he did not reply. However, some officials of Rajuk told us on condition of anonymity that the chairman sir is a little uncomfortable. The four who were transferred recently, each order was issued by the Ministry of Housing and Public Works. Rajuk had nothing to do there. After receiving the order, Rajuk released the four men.
