The 58 crore project became 110 crore due to tapas
A project worth 58 crore taka was taken up. After that, barrister Sheikh Fazle Noor Tapas took the responsibility of the mayor and increased the cost of the project by Tk 110 crore. However, the city authorities could not complete the work after extending the time three times despite the increase in the cost of the project. They want more time.
The project area has been visited, the walkways have not yet been completed. The lamppost did not sit. Where the trees were cleared, grass is being planted. On the western side of the garden towards the Railway Quarter, work is in progress on the proposed fountain.
Car parking management is also ongoing. Ongoing work may take another 6 months to complete. However, the project manager claims that the work is almost finished. He said that the work will be completed soon.

Regarding the reason for the repeated increase in time and cost, he said that the contractor who was given the job by the previous mayor left the job. Then there was a case. It took a long time as the case was not settled. Costs have increased due to changes in time and design.
According to project sources, Osmani Udyan project was initially taken up at a cost of Tk 58 crore, but later it was increased to Tk 86 crore by adding new plans and the project period was extended till June 2021. Then again water extraction, management and purification processes are added. As a result, the expenditure increased to more than Tk 110 crore.
The Osmani Gardens development project is divided into three packages. The first package includes a library, food court-1, food court-2, car parking place, gym, table tennis, billiard board, ATM booth, drug store, recreation center and city museum.
The second package includes children’s play areas, volleyball, cricket, badminton courts, lake bank development, construction of ghats, field development and sub-stations and the third package includes water purification system, freedom square and coffee shop, sprinkle system, water reservoir, paddle boats, Various sculptures and 3D architectural models of old Dhaka.
Apart from this, there was supposed to be a reservoir, separate seating zones, besides having a system to view one’s position on a big screen and 350 CCTV cameras and a gym for security. But in almost seven years nothing has been implemented.
Osmani Garden covers an area of about 23 acres. People of various professions used to rest in this place between important buildings including Secretariat, Nagar Bhawan, Gulistan, Paltan and High Court, many people from outside Dhaka used to spend their free time here.
From floating people and street children to government and private high-ranking officials also spent time here. Many used to exercise. But the garden was enclosed by tin fence for development work. Since then no one can enter there.
Incidentally, the then mayor of DSCC Mohammad Saeed Khokon inaugurated the Osmani Udyan Park renovation work on January 27, 2018, talking about modernization and aesthetics. At that time, the cost of park development work was estimated at 58 crore. At that time Mayor Khokon named the park as ‘Gosya Nibarani Park’.
During the inauguration, the mayor announced that within 10 months, the development work of the park will be completed and it will be opened to the public. Some work has also started. Later, with the change of mayor, the work also stopped.
However, regardless of the progress of the work, the contracting company withdraws 60 to 65 crores of the allocated money. However, later their contracts were canceled and fines were collected from the contracting company.
