    Complexity about seven-college university.

    An ‘Independent University’ is formed with all the facilities of academic, administrative and infrastructure. And an ‘Affiliate University’ is formed with only academic and affiliation facilities. The education administration is going to be involved in a complex equation about which model of university to make of the seven colleges discussed in Dhaka.

    Experts say that the challenge for forming an independent university is to finalize the form (model) of a complete university by ensuring ‘academic’, ‘administrative’ and ‘infrastructure’. Apart from this, if an independent university is made of the seven colleges discussed, various complex issues will come to the fore, including the complexity of maintaining the existing higher secondary level and the appointment of separate teachers for higher secondary and university. Apart from this, what will happen if similar demands are raised from colleges in other cities can also be a big challenge.

    Incidentally, in the wake of the movement of students of the seven colleges, it was announced last Monday to separate the colleges from Dhaka University. Then the government announced plans to make separate universities for these seven big government colleges. For this, a committee is working through the University Grants Commission (UGC).

    Yesterday, Education Advisor Professor Dr. Wahid Uddin Mahmud highlighted the complex process to journalists. He said that an independent university will be made from seven government colleges. However, a complex process will have to be gone through to do so. He said that it takes time to make a new university. It is not possible to do it in three days. There is a matter of its structure. Work is being done on what its model will be. Because it is quite a complex process.

    The Education Advisor said that eight years ago, a government thoughtlessly affiliated seven colleges to Dhaka University. Due to this, a complex problem has arisen. A new independent university will be made from these seven colleges. He said, it must be remembered that once a university is established, it will last for a long time. There are matters of interest for many years of students here. Therefore, we should not take hasty and unconsidered decisions. Everything will be done thoughtfully.

    Stating that to make a university, the Education Advisor said that there are many other issues including teacher recruitment. Apart from this, there are also legal and financial issues. Apart from this, a certificate is required. That is given from the highest level of the state. Then it becomes a university.

    Regarding the admission process in the current academic year, the education advisor said, the announcement made by Dhaka University about not admitting students to the seven major colleges of Dhaka was not discussed with them. They were not ready for this, admissions will not be made from this year.

    Regarding this, the education advisor said, the announcement made by Dhaka University was discussed with me and then it was not announced. My own suggestion was, when these incidents were happening, we spoke on the phone a few times, I left another meeting and just said, as far as possible, all the difficulties that the students of those colleges have regarding their admissions, regarding the exams, should be resolved. But admissions will not be made from this year, I was not ready for this.

    When asked what the ‘model’ of forming a university with several colleges would be, former Vice-Chancellor of Khulna University of Engineering and Technology (KUET) and Chairman of UGC Professor Muhammad Alamgir told our time yesterday that many important demands have been made among the students’ demands. They are the teacher-student ratio, admitting students equal to the capacity of the classroom, and their (students’) demand for quality education.

    Now, due to this problem, a university has been established for seven colleges. What is the solution if students from several colleges in another city make the same demand? We have to go to the root of the problem first. There are currently two types of universities in the country – ‘Independent University’ and ‘Affiliate University’.

    He said, our National University is working as an ‘Affiliate University’. Under it, higher secondary to postgraduate degrees are being offered in all government and private colleges across the country. However, the National University does not have the opportunity for full academic, administrative and infrastructural development. The colleges are limited to approving courses, approving subjects, and conducting examinations.

    They have no administrative power. They cannot appoint teachers. On the other hand, independent universities are formed by ensuring all the facilities, including academic and infrastructure, starting from the appointment of teachers. Now the matter of seven colleges will have to go through a very complicated process. Classes XI-XII are being taught in these colleges. If the university is given the form, this higher secondary level will have to be separated. Again, separate teachers will have to be appointed for colleges and universities.
