It is learned that on December 1, the Ministry of Land upgraded 4 software and launched a newly invented software under the Land Management Automation Project. From the end of last November to December, land development tax payment and registration services were almost closed across the country. As a result, buyers will have to pay fees according to the new price. The software complexity of the land will affect buyers. According to the Department of Registration, land is currently purchased or registered according to the mouza rate. The mouza rate means the lowest rate, meaning no one can buy or sell land by showing a price lower than the mouza rate. The mouza rate is determined according to the ‘Minimum Market Price Rules’. According to the rules, a committee determines the market price. The market price is updated every two years through the committee. In this case, a new rate is determined by averaging the prices mentioned in the document over a specific period (22 months). Currently, in the case of land registration, stamp duty is 1.5 percent, registration fee is 1 percent, local government tax is 3 percent, and value added tax (VAT) is 1 to 5 percent depending on the area. Again, if an organization buys or sells land or flats, another 4 percent tax is added at source.
Meanwhile, in December last year, the Ministry of Land expressed regret for the temporary inconvenience and promised to resolve the problem quickly. However, even after 40 days, the systems of this public service have not yet been fully operational. Customers are blaming the field-level officials for the service complications. A customer named Masuma Akhter said, “I have been trying for about three weeks to register my name. The land office says there is a problem with the server. No one says when the problem will be resolved.”
After checking with land offices in several areas of the country, including the capital, it was learned that field-level officials are still facing various complications, including not being able to pay rent, not being able to access the server, not having the same mathematical and verbal parts of the ledger, and not being able to get the amount of land when marking the mark during holding entry. A deputy assistant officer of a land office in the capital, who did not want to be named, said, “The software complications have not been resolved yet, many problems remain. Customers are also upset with us.”
