18,149 people are getting appointed in five BCS under the reformed quota.
The government is going to appoint 18,149 people in five BCSs following the reformed new quota system. Of these, 12,710 people will be appointed in cadre posts and 5,439 people in non-cadre posts. In this appointment, 93 percent will be appointed in the merit quota and seven percent in other quotas. Senior Secretary of the Ministry of Public Administration Md. Mokhles Ur Rahman gave this information at a press conference at the Secretariat yesterday, Sunday.
Mokhles Ur Rahman said that 2,064 people will be appointed in the 43rd BCS, 1,710 in the 44th BCS, 2,309 in the 45th BCS, 3,140 in the 46th BCS and 3,487 in the 47th BCS. Apart from this, 642 people from the 43rd BCS will be appointed to non-cadre posts, 1,791 from the 44th BCS, 1,570 from the 45th BCS, 1,111 from the 46th BCS and 325 from the 47th BCS, and 18,149 people will be appointed to cadre and non-cadre posts.
Stating that 2,064 people have been gazetted in the 43rd BCS, the secretary said that they are scheduled to join on January 1. Earlier, after the gazette was published, discussions and criticisms arose regarding this appointment, further scrutiny is underway through NSI and DGFI to appoint candidates with a clean image.
He said that the oral examination of the 44th BCS was underway before August 5. 11,732 people passed the written examination. Out of these, 3,930 candidates took the oral examination. In the situation after August 5, this oral examination was postponed on August 25. Recently, after the formation of the new commission, it has been decided to cancel the oral examination of the candidates taken earlier in the interest of greater transparency. Later, it was decided to conduct the oral examination again for 11,732 candidates who passed the written examination in this BCS.
Stating that 12,789 candidates passed the preliminary examination of the 45th BCS, Mokhles Ur Rahman said that after the first examiner evaluated the written examination answer sheets, the work of the second examiner was nearing completion.
Recently, after the formation of a new commission, it was decided to give all the answer sheets of this written examination to the third examiner for the sake of transparency and fairness in the evaluation of the answer sheets. He said that the results of the preliminary examination of the 46th BCS were published on May 9. 10,638 candidates were selected for the written examination.
In this case, to eliminate possible discrimination, it was decided to add the same number of 10,638 candidates to those already selected, and consider 21,276 candidates eligible for the written examination and declare the results again. And a petition has been sent to the Bangladesh Public Service Commission to issue a recruitment notification for 3,487 posts in various cadres through the 47th BCS examination. Later, in response to a question, the secretary said, following the new quota system, that is, the merit quota will be 93 percent and the remaining 7 percent will be others.
Mentioning, the latest directive of the court, 93 percent in all grades in the job will be on the basis of merit. And 5 percent for the children of brave freedom fighters, martyred freedom fighters and brave women, 1 percent for minority communities and 1 percent for the disabled and third gender.
There will be two levels of promotion, Grade-1: The government will promote to the posts of Additional Secretary and Joint Secretary. In addition, it has been decided to give Grade-1 to those deprived people who will retire within a few days after being promoted to the post of Additional Secretary.
DC Fitlist: Meanwhile, the Public Administration is making a new fitlist for the post of DC. The secretary said, several decisions have been made regarding the appointment in BCS. A new Cabinet Secretary has joined. SSB formation has been done. Promotion from Deputy Secretary to Joint Secretary will start soon. Since many posts could not be given for promotion. But the batch-based promotion is another issue. From joint secretary to additional secretary is another. The most important thing is that there has been a lot of debate, the work of the new DC fitlist will start. This work had to be done day and night like last time. But the field is much better. Even then, we will try to give new DCs as per the government’s decision. This work will start soon through SSB.
The senior secretary said, the deprived additional secretaries who got promotions; three promotions in 13 days – they were deprived for the whole year. These deprived people are at the end of their service as additional secretaries, it has been decided that they will be promoted with grade-1. Many have one month, 15 days, 20 days. Many will be promoted and they will benefit socially, family, financially.
Regarding this, can all the deprived who got promotions as additional secretaries be given grade-1 – he said, those who work in government have to do it through regulations. If there is a disciplinary case, a criminal case, if there is a case against someone, such as a case of theft of a motorcycle by one colleague against another colleague; that is, if there is a case-law-complaint-investigation, they will not be taken into consideration. They will not be given Grade-1. The promotion of other cadres will start as per the rules, the secretary said, adding that there is nothing to demand in groups. The issues that have been identified are those that we are working on as per the government rules, according to what each one deserves.
Regarding the corruption of the Public Administration Secretary: There were allegations against the Public Administration Secretary that a huge amount of money was transacted in the appointment of DC. Three advisors were given the responsibility to investigate the matter. When asked what came up in the investigation, Mokhles Ur Rahman said, “The world can be conquered with love. I took it positively. The newspapers or media that propagated it, maybe they did not understand or misunderstood, now they realize that it was wrong. For this, I had to face the investigation of three high-powered advisors. An investigation committee was formed from the Cabinet Division. Another organization investigated and gave a report. It was processed and went to the Chief Advisor, the comment here is – this is a fake, fabricated, false report. Mokhles Ur Rahman was not their target, their target was the Public Administration Secretary. Their other target was National or International What Ever It Is – If we can make this post vulnerable, then one by one the government, if we say in cricket language – the stumps will fall. That was the pulse.’
Time to file assets is increasing: Government employees will get another month to file assets. Although this year’s asset declaration is supposed to be submitted by November 30, it can be submitted by December 31. The Senior Secretary said that the time for submitting the asset declaration of government employees is being extended by one month. A circular will be issued in this regard. He said that in the last 16 years, no one has submitted the asset declaration. Many do not understand how to submit it. Therefore, the time will be extended until December 31.
Incidentally, it has been made mandatory for government employees to submit their asset declaration by December 31 every year. However, the Ministry of Public Administration had directed that the asset declaration of this year be submitted by November 30.
